Project title: 2025 Chip Seal Street Project

Project purpose or justification:

The 2025 Streets Project is designed to maintain and enhance the quality, safety, and longevity of Buena Vista’s transportation infrastructure. This includes chipseal, slurry seal, and paving work across multiple streets and parking areas. The project supports the Town's commitment to effective roadway maintenance, improving driving surfaces, reducing future repair costs, and ensuring reliable transportation access for residents and visitors.

Project objective:

  • Perform chipseal and slurry seal treatment on designated streets and parking lots to extend pavement life.

  • Conduct milling and paving on Marquette Avenue to maintain roadway quality and usability.

  • Award contracts through a competitive bid process to ensure cost-effective and high-quality services.

  • Complete the project within specified timelines to avoid disruption and minimize inconvenience to the public.

  • Chipseal and Slurry Seal Treatment on: (A-1 Chipseal Company)

    • Brookdale Avenue

    • Waters Avenue

    • Antero Circle

    • Isobel Court

    • Monarch Court

    • East Main Street

    • Town Hall East parking lot

    • Railroad Street parking lot

  • Milling and Paving on: (Pavement Maintenance Services, Inc.)

    • Marquette Avenue

Project Deliverables:

  • Completed chipseal and slurry seal on all specified streets and parking lots.

  • Completed milling and paving of Marquette Avenue.

  • Compliance with project specifications, timelines, and contract terms.

  • Two-year warranty period on work completed, with final acceptance after this period.

  • Documentation and certifications including:

    • Notice of Award

    • Performance and Payment Bonds

    • Agreement Documents

    • Final Payment Notice upon project completion and acceptance

  • Final Acceptance: Two years following initial acceptance, contingent on warranty compliance

  • The Chip Seal Project will have 75 days from the contract start date.
  • The chip sealing should only affect one lane at a time, and there are no anticipated road closures, however the contractors will have flags and control traffic as needed.

    Travel Impact – Marquette Avenue and South Railroad Street Pedestrian Trail

    The Town of Buena Vista Public Works Department, as part of its responsibility to ensure public health and safety, is notifying the public that there will be a full road and trail closure for the paving portion of the 2025 Paving Project. Area maps are included below.

    The Town of Buena Vista Streets Department is responsible for overseeing the project, and reports that the milling and paving process of the street and trail will begin on Wednesday, August 13th starting at 7:00AM and will be completed by the end of day, Friday, August 15th.

    Local traffic will be impacted, and full street closure on Marquette Avenue with a detour via South Railroad Street and Baylor Drive will be in place during most of this project. Marquette Avenue will be open each evening to traffic. Rough roads with loose gravel are anticipated prior to final paving. On-street parking is prohibited in these locations at these times.


    The South Railroad Street Pedestrian Trail will be closed to pedestrians during the project.

    Every effort will be made to ensure smooth traffic flow and clear communication throughout the duration of this project. A traffic control plan will be implemented with full road and trail closures, as well as single lane closures with flaggers. These operations are a part of the 2025 Streets Paving project.

    The Town of Buena Vista Public Works Department, as part of its responsibility to ensure public health and safety, is notifying the public that there will be rolling single lane closures along Antero Circle including Monarch Court and Isabel Court; Waters Avenue to Brookdale Avenue. This travel impact will be in place to complete chipseal operations.

    The Town of Buena Vista Streets Department is the department responsible for overseeing the work, and reports that the chipping process will begin on Saturday, August 9th starting at 7:00AM and the chip material application will be completed by the end of the same day. Loose gravel is anticipated prior to cleanup. The cleanup and completion of the project will be the following Monday, August 11th starting at 7:00AM. On street parking is prohibited in these locations at these times. Local traffic will be impacted, and a rolling single lane closure will be in place while the work is being completed.

    Every effort will be made to ensure smooth traffic flow and clear communication throughout the duration of this project. A traffic control plan will be implemented using flaggers and a rolling single lane closure. These operations are a part of the 2025 Streets Paving project.

    The Town of Buena Vista Public Works Department, as part of its responsibility to ensure public health and safety, is notifying the public that there will be full street and parking lot closures on July 29, 2025. This travel impact will be in place to complete slurryseal operations.

    The Town of Buena Vista Streets Department is the department responsible for overseeing the work, and reports that this work is planned to start on Tuesday, July 29 at 7:00AM and closed streets and parking lots will be opened by approximately 7:00PM. Local traffic will be impacted, and full road closures will be on East Main Street from Highway 24 N to the Railroad Street intersections as well as a portion of the

    Railroad Right-of-Way at Town Hall. Both the North Railroad Street and South Railroad Street parking lots will also be closed during this period. Cars that remain parked in these locations will be towed starting at 6:00AM on Tuesday, July 29, 2025.

    Every effort will be made to minimize the congestion and confusion created by this project. A CDOT approved traffic control plan will be implemented. These operations are a part of the 2025 Streets Paving project and this portion of the project is to maintain the paved surfaces of East Main Street and both Railroad Street Parking lots.     Road closure postponed to July 28 - 29:

    Travel Impact – South Railroad Street Water Line Replacement

    The Town of Buena Vista Public Works Department, as part of its responsibility to ensure public health and safety, is notifying the public that there will be road closure for a water line replacement on South Railroad Street at 533 South Railroad Street.

    The Town of Buena Vista Water Department, the department responsible for replacing the line, reports that this work is expected to start Monday, July 28, 2025, and is expected to be completed by the end of the day, Tuesday, July 29, 2025. Local traffic will be impacted, and a full road closure adjacent to 533 South Railroad will be executed at 7:00AM and will be closed to through traffic. Detour signage will route traffic through Cedar Street on the north side and Marquette Avenue on the south side of the closure. Residents on South Railroad Street will still have access, only through traffic will be blocked.

    Every effort will be made to minimize the congestion and confusion created by this project. A traffic control plan will be implemented using signage and barricades to easily identify the closure and work zone. The focus of this project is to support the on-going stewardship of the Town’s water resources and maintain the integrity of our public infrastructure.
