Project title: Buena Vista 2024 Comprehensive PlanProject purpose or justification: A comprehensive town plan is the bedrock for decision making for elected officials and town staff.Project objective: To create a comprehensive plan to meet the unique needs of Buena Vista, reflect the Collective Vision, and support the goals, policies, and programs that make Buena Vista a great place to live, work, and visit.Project scope:Phase 1: Project Management (April 2024- May 2025)The Project Management phase ensures a sold coordination between the client team and the consultant teams. This phase includes tasks to launch the project, identify key stakeholder groups, and coordinate with the advisory committee.Phase 2: Co-Creators and Community Engagement (April 2024- March 2025)The Co-Creators and Community Engagement phase includes a range of outreach activities to identify top community priorities and concerns. This outreach will help our team understand community values and stressors and update the Collective Vision Statement accordingly. This engagement effort will need to capture the unique viewpoints and experiences of all types of residents in Buena Vista and the surrounding area. This phase also involves relationship-building with key stakeholders and community partners, such as water managers and major employers. It also involves meetings with the Advisory Committee and Planning and Zoning Commission. These meetings will be virtual to be mindful of budget. My BV, Our Future - Comprehensive Town Plan

Project title: Pocket Wave 2.0Project purpose or justification: The &ldquo;Pocket Wave,&rdquo; constructed in 2014, is a popular instream and riverside destination that experiences enormous recreational use in the spring and summer months. However, the structure no longer functions as originally designed. Visible undercutting and scouring have eroded the wave&#39;s hydraulic performance and structural stability. As a result, the increased usership at the adjacent Staircase Wave has put unbalanced pressure on the whitewater park. Improving the Pocket Wave will enhance our users&#39; experience and improve their safety.Project objective: To revive the Pocket Wave to its former glory, providing a space that fosters enjoyment, inclusivity, and community engagement while alleviating congestion at the River Park in Buena Vista.Project scope: The Pocket Wave enhancement project in the Town of Buena Vista, Colorado, consists of the reconstruction and modification of an existing instream recreational feature in the Arkansas River built of natural boulders and concrete. The scope of work for this project includes, but is not limited to, dewatering the work-site during the month of September to complete the proposed reconstruction and enhancements at the same location as the existing feature.Project deliverable:<ol><li>Removing the existing feature.</li><li>Placing and or replacing large, grouted boulders.</li><li>Building structural concrete walls, a structural concrete slab, and riprap armoring at the river structure.</li><li>Installing a channel-grade control mattress located approximately 100 feet downstream of the feature.</li><li>Incorporating a low-flow condition fishway as part of the structure repair.</li><li>Reestablishing river access with the existing adjacent river trail.</li></ol>Project stakeholders: Town of Buena Vista, CKS River Supply, numerous not-for-profits, and many private individuals and foundations. Project timeline: A high-level overview of the project schedule, including significant milestones and deadlines.<div class="gmail_default">Permitting - Complete</div>General Funding - Complete August 10- Mobilization August 15- Start Construction October 1- Project Complete October 15 - Groundbreaking CeremonyProject budget: This Town capital improvement project at the Buena Vista Whitewater Park remains on target for completion in late September 2024.Each year, the Town of Buena Vista contributes $5000 to match the community&#39;s injection of 5000. Essentially, we set aside $10,000 annually to maintain and improve the park. Maintenance work centers around erosion control, trail maintenance, vegetation rehab, access, and river structure upgrades.We have raised over $136,000 in community donations over the past three years to help fully fund the project in 2024. Pocket Wave 2.0 

<h3>May 5th, 2022 - During their May 4th meeting, the Planning &amp; Zoning Commission voted unanimously to approve the Major Site Plan for the Buena Vista Police Station. Meeting minutes may be found <a href="https://www.buenavistaco.gov/AgendaCenter/Search/?term=&CIDs=4,&startDate=&endDate=&dateRange=&dateSelector=" rel="noopener noreferrer" target="_blank">here</a>.</h3><hr> The Town of Buena Vista itself is planning to remodel the current building at 28362 CR 317 into a police station. This application entails one distinct application and review process:<ul><li>Major site plan review - required for a building of this type and size</li></ul>While this is an existing building, our code requires that any alterations to buildings over 10,000 square feet that increase the intensity of the use, the building height, or changes to parking are required to pursue a major site plan approval, which requires a public hearing before the Planning &amp; Zoning Commission.This case will not also require a Public Improvements Agreement to be approved by the Board of Trustees.

Police Station Major Site Plan

After a pause to work through legal aspects of the Chicago Ranch property ownership, potential annexation, and future maintenance, the Town is (finally) ready to adopt this Master Plan! The Planning &amp; Zoning Commission will consider its adoption at their upcoming March 1st meeting, then the Board of Trustees will formally approve the plan later in March.<img src="https://s3-us-west-1.amazonaws.com/ehq-production-us-california/ec335e5f1031cb7487db90883c9e861ae595a1c9/original/1647448256/65cf327fee22ab3af454180c7adf2a35_Concept-02.jpg?1647448256" style="width: 663px;" class="fr-fic fr-dib"><hr>About the Master PlanIn the 1880s, water was diverted from Cottonwood Creek to begin irrigating the Chicago Ranch site. In 2020, <a href="https://triviewmetro.com/" rel="noopener noreferrer" target="_blank">Triview Metropolitan District</a> (TMD) purchased this parcel with the intention of returning the water flow back into Cottonwood Creek, have it flow through Buena Vista, and down the Arkansas River. After reaching Pueblo the water will flow North through a pipeline, through Colorado Springs, and ultimately be utilized by residents of the TMD located near Monument, Colorado.Triview&rsquo;s acquisition of the Chicago Ranch provides a unique opportunity for expansion of open space and recreation opportunities not just for Chicago Ranch, but the town-owned Rodeo Grounds parcel to the north. The Town of Buena Vista invites the community to participate in shaping the future of the Rodeo Grounds and Chicago Ranch. These two parcels, collectively over 600 acres, provide a chance to re-envision this historic property and well-used open space to best serve the Buena Vista community. This collaborative planning process is highly dependent on public input, and we encourage you to provide your feedback through the following survey.As TMD works through the complicated water rights conversion process that is required in order to be able to use the water from Chicago Ranch, they have engaged consulting firm NES to partner with the Buena Vista community to master plan not only Chicago Ranch, but also the adjacent Rodeo Grounds.&#39;Master planning&#39; is a process that engages a wide variety of community members and groups in the act of imagining what could be. This 600+ acres is a huge asset to the community, and already provides great benefits in the form of a drone flying park, model airplane air strip, sportsman&#39;s club, and of course the rodeo stands and arena itself.We&#39;re asking you to join with us in imagining the future of this property. Rodeo Grounds & Chicago Ranch Master Planning

<h3>May 5th, 2022 - During their May 4th meeting, the Planning &amp; Zoning Commission voted unanimously to approve the Special Use Permit for ACA Products. Meeting minutes may be found <a href="https://www.buenavistaco.gov/AgendaCenter/Search/?term=&CIDs=4,&startDate=&endDate=&dateRange=&dateSelector=" rel="noopener noreferrer" target="_blank">here</a>.</h3><hr> Applicant ACA Products is seeking a Special Use Permit at their property located on the southeast corner of Gregg Drive and Rodeo Road.Special Use Permit - as required for mining uses in the I-1 zone districtThe applicant owns approximately 105 acres on the southeast corner of Gregg Drive and Rodeo Road. They seek to build a berm around the property similar to the existing berm around their existing pit on the North side of Gregg Drive. The applicant seeks to slowly, over the course of many years, expand their pit operation onto the subject property. This is requested as their current pit is reaching its capacity.

ACA Products Pit Expansion

The moratorium as adopted by the Board of Trustees on May 23rd, 2023 will run through Wednesday, September 20th, 2023. The Trustees may choose to extend or shorten this timeframe.The purpose of the moratorium is to provide time for the Town to accomplish the three following objectives:1) To consider and adopt potential code changes to the Town&rsquo;s Municipal Code dealing with how long water is dedicated via acceptance of a fee-in-lieu and whether or not (and how) to allow for Upper Arkansas Water Conservation District (Upper Ark) augmentation certificates for new development; and2) To develop a working framework for projecting the available balance of SFEs and the anticipated connection timing of when these SFE would physically connect to the Town&rsquo;s water system; and3) To consider entering into a purchase agreement with Upper Ark for augmentation water and to decide how that water should be allocated within Town&rsquo;s water portfolio. <img src="https://s3-us-west-1.amazonaws.com/ehq-production-us-california/1446b3e75b9e3143b18dbc05a514c1cfc72ad306/original/1686077456/4a9b348466c262b31f7603b5bbc5288c_Graph_Moratorium.PNG?1686077456" style="width: 760px;" class="fr-fic fr-dib"> Town is not able to schedule pre-application or informal meetings regarding potential developments in the affected column above.
