Project Description

This project funds the design and construction of a new municipal water well (Well #4) to expand and diversify Buena Vista’s water supply. The new well will strengthen system redundancy, improve drought resilience, and provide long-term reliability for existing customers and future development.

Well #4 is a cornerstone investment in the Town’s sustainable water system, supporting long-range water planning, conservation goals, and regional coordination under changing climate and demand conditions.

Justification

Constructing Well #4 directly implements the Town’s highest water-planning priorities by expanding supply capacity and reducing reliance on existing wells. As Buena Vista continues to grow and face increasing climate variability, redundancy and diversification of water sources are essential to maintaining reliable service.

Multiple adopted plans identify additional municipal wells as critical infrastructure needed to protect public health, support economic growth, and ensure long-term resilience. This project represents a generational investment that safeguards the Town’s water future for decades.

Scope of Work

• Construction and completion of municipal Water Well #4.

• Construction engineering and initial treatment design scoping.

• Pipeline construction to connect Well #4 to Well #3, creating system redundancy.

• Treatment design phase to ensure long-term water quality compliance and operational integration.

Schedule

This is a multi-year phased project:

• 2023: Engineering design completed and construction RFP prepared

• FY2026: Continued well construction and drilling

• FY2027: Pipeline construction and system connection

• FY2028: Treatment design phase
