Billy Cordova Memorial Park

Project title: Pocket Wave 2.0Project purpose or justification: The &ldquo;Pocket Wave,&rdquo; constructed in 2014, is a popular instream and riverside destination that experiences enormous recreational use in the spring and summer months. However, the structure no longer functions as originally designed. Visible undercutting and scouring have eroded the wave&#39;s hydraulic performance and structural stability. As a result, the increased usership at the adjacent Staircase Wave has put unbalanced pressure on the whitewater park. Improving the Pocket Wave will enhance our users&#39; experience and improve their safety.Project objective: To revive the Pocket Wave to its former glory, providing a space that fosters enjoyment, inclusivity, and community engagement while alleviating congestion at the River Park in Buena Vista.Project scope: The Pocket Wave enhancement project in the Town of Buena Vista, Colorado, consists of the reconstruction and modification of an existing instream recreational feature in the Arkansas River built of natural boulders and concrete. The scope of work for this project includes, but is not limited to, dewatering the work-site during the month of September to complete the proposed reconstruction and enhancements at the same location as the existing feature.Project deliverable:<ol><li>Removing the existing feature.</li><li>Placing and or replacing large, grouted boulders.</li><li>Building structural concrete walls, a structural concrete slab, and riprap armoring at the river structure.</li><li>Installing a channel-grade control mattress located approximately 100 feet downstream of the feature.</li><li>Incorporating a low-flow condition fishway as part of the structure repair.</li><li>Reestablishing river access with the existing adjacent river trail.</li></ol>Project stakeholders: Town of Buena Vista, CKS River Supply, numerous not-for-profits, and many private individuals and foundations. Project timeline: A high-level overview of the project schedule, including significant milestones and deadlines.<div class="gmail_default">Permitting - Complete</div>General Funding - Complete August 10- Mobilization August 15- Start Construction October 1- Project Complete October 15 - Groundbreaking CeremonyProject budget: This Town capital improvement project at the Buena Vista Whitewater Park remains on target for completion in late September 2024.Each year, the Town of Buena Vista contributes $5000 to match the community&#39;s injection of 5000. Essentially, we set aside $10,000 annually to maintain and improve the park. Maintenance work centers around erosion control, trail maintenance, vegetation rehab, access, and river structure upgrades.We have raised over $136,000 in community donations over the past three years to help fully fund the project in 2024. Pocket Wave 2.0 

Project title: 2024 Buena Vista Comprehensive PlanProject purpose or justification: A comprehensive town plan is the bedrock for decision making for elected officials and town staff.Project objective: To create a comprehensive plan to meet the unique needs of Buena Vista, reflect the Collective Vision, and support the goals, policies, and programs that make Buena Vista a great place to live, work, and visit. Project scope:Phase 1: Project Management (Initiated May 2024)The Project Management phase ensures a solid coordination between the client team and the consultant teams. This phase includes tasks to launch the project, identify key stakeholder groups, and coordinate with the advisory committee.Phase 2: Co-Creators and Community Engagement (April 2024- March 2025)The Co-Creators and Community Engagement phase includes a range of outreach activities to identify top community priorities and concerns. This outreach will help our team understand community values and stressors and update the Collective Vision Statement accordingly. This engagement effort will need to capture the unique viewpoints and experiences of all types of residents in Buena Vista and the surrounding area. This phase also involves relationship-building with key stakeholders and community partners, such as water managers and major employers. It also involves meetings with the Advisory Committee and Planning and Zoning Commission. These meetings will be virtual to be mindful of budget. Two meetings will be joint meetings between the Advisory Committee and P&amp;Z.Phase 3: Research and Community Analysis (April 2024- October 2024)The research and community analysis phase will produce a demographic profile for Buena Vista consisting of the following reports:<ol><li style="margin-left: 20px;">Community Demographic Profile</li><li style="margin-left: 20px;">Water Audit and Growth Analysis</li><li style="margin-left: 20px;">A Basemap Set</li><li style="margin-left: 20px;">Existing Conditions analysis to inform the recommendations of the plan</li><li style="margin-left: 20px;">Vision, Values, and Stressors Report</li></ol>Phase 4: Plan Document (November 2024- June 2025)The final plan document will incorporate current research and best practices that align with the community&rsquo;s vision. 2024 Buena Vista Comprehensive Town Plan

Project title: 2024 Beautification Town Signs ProjectProject purpose or justification: From its inception, Buena Vista&rsquo;s recreational facilities have distinguished our town as a cohesive, welcoming, and iconic community. We offer a fishing pond, rodeo grounds, dog park, basketball courts, skate park, pump track, and a bouldering garden, as well as over half a dozen parks featuring playground equipment, picnic tables, and grills (Buena Vista Recreation Department, 2016). Over the years, weather and decay have contributed to the need to upgrade our park signs; however, the Town&rsquo;s recent branding change has emphasized our older, broken signs and highlighted our current inconsistent branding.Committed to being good stewards of our public resources and natural setting, we provide high-quality, reliable services for the benefit of our citizens, guests, and employees The implementation of this project directly addresses the objectives the Board of Trustees and the community would like to achieve, and that contribute to the quality of life for Buena Vista citizens. Specifically:<ul><li>Infrastructure: Maintaining all facilities through a fiscally responsible and intentionally planned infrastructure.</li><li>Environment: Fostering an environment that is safe, healthy, encourages conservation, and makes for friendly places where people want to live, work, and play.</li></ul>Project objective: In 2018, Buena Vista created a cohesive wayfinding plan with objectives to celebrate our community while directing our visitors to the abundance of public resources, historic downtown, and vibrant economy. Because our public parks are at the heart of Buena Vista&rsquo;s community, this small-scale improvement project adds immediate value and support to our economic and community development plan. Concurrent with the recommendations of the BV Wayfinding Committee, released in 2015, this project supports our need to:<ul><li>Reinforce a sense of place for Buena Vista, enhancing our image and brand.</li><li>Support branding, and the distinct identity for the Town of Buena Vista with signage that blends with the historic yet modern feel of the town.</li><li>Highlight important community resources and destinations, and how to access them through clearly defined directional information.</li><li>Raise community and visitor awareness of Buena Vista&rsquo;s character areas, including their location and amenities.</li><li>Direct visitors to Buena Vista&rsquo;s character areas from major transportation arteries</li><li>Increase awareness of the BV character areas, helping to increase sales tax revenues, general interest in the community, economic growth, and investment.</li></ul>Project scope: This proposal consists of nine small projects that either upgrade existing markers or create new signage for our parks.Project deliverable:Create new signs for the following locations:<ul><li>Pump Track</li><li>Forest Square Park</li><li>Billy Cordova Memorial Park</li><li>Central Colorado Regional Airport</li><li>Columbine Park</li><li>Millie Crymble Park</li><li>Community Center</li></ul>Update current signs at the following locations:<ul><li>Mt.
