River Safety Improvement Project (2026)
Project Description
This project replaces aging and deteriorating staircases at River Park to improve safety, accessibility, and circulation between the Arkansas River corridor, trails, and recreation areas. The improvements support safe and inclusive access for residents and visitors while maintaining River Park’s role as one of Buena Vista’s most heavily used recreation and tourism destinations.
Depending on site conditions, staircases may be replaced with like materials (wood beams and metal railings) or upgraded to more durable solutions such as stone, aggregate, and metal to improve longevity and reduce long-term maintenance needs.
Justification
River Park staircases experience high daily use and are critical connections between trails, river access points, and recreation facilities. Many existing staircases show signs of wear, erosion, and inconsistent tread, creating safety and accessibility concerns.
Replacing these staircases directly implements recommendations from multiple adopted Town plans and addresses deferred maintenance before conditions worsen or accessibility barriers increase. Proactive investment reduces long-term costs, improves user safety, and ensures continued compliance with Town goals for inclusive recreation and active transportation.

Scope of Work
Remove and replace multiple aging staircases throughout River Park.
Improve tread consistency, handrails, and surface materials.
Enhance safe pedestrian circulation between trails, river access points, and recreation areas.
Use durable materials appropriate to site conditions and long-term maintenance goals.
