Applicant Jerry Champlin, dba BV Basecamp LLC is seeking to build a multi-family housing project comprised of shipping container living units as well as working 'pods' and common areas at 326 E. Arkansas Street. This application entails two distinct applications and review processes:
Minor subdivision - to create a separate lot for the building to sit on
Major site plan review - required for a building of this type and size
This property is currently zoned MU-2. The applicant is not requesting any variances as a part of this project. The project includes a proposal to building 18 dwelling units as well as associated laundry and common elements. The existing single family home is proposed to stay, with the additional buildings being built of repurposed shipping containers.
This application will require a public hearing before the Planning & Zoning Commission, which is scheduled for June 1st (see information at the right).
This case will also require a Public Improvements Agreement to be approved by the Board of Trustees.
The applicant submitted their complete application(s) and paid the corresponding fees.
Staff Review & Referral Agency Comments

Staff review the application materials, ensure they fully and accurately represent the proposed project, and then send the relevant application materials out to over 20 referral agencies for comment.
These agencies include Sangre de Cristo Electric, Atmos Energy, the Buena Vista School District, and many more parties. Each party is given approximately 3 weeks to review the application and provide comment.
Comments can include things like special considerations from that party's perspective, notes on infrastructure or easements needed for the project, or other questions and concerns for the applicant and staff to consider.
Applicant Comment Response & Resubmittal

The staff review comments and referral agency comments are compiled and sorted through. If there are items that the applicant needs to address, these comments are sent back to the applicant along with detailed instructions on what to address.
The applicant is now responsible for resubmitting all requested materials that address the comments raised.
No further work will be done on this application while the Town staff await the applicant's resubmittal.
Applicants have 6 months within which to provide a complete response and resubmittal. If they fail to do so in this time frame, their applications will be abandoned and they will need to start over with a fresh application (and fees).
Applicant Resubmittal & Staff Review

Applicants resubmit complete materials addressing all of the comments provided on their application(s). Staff then works to review the resubmittal and ensure it addresses all comments.
If there are lingering questions or substantive changes to the application, staff will resend the application to referral agencies.

If the application is considered complete and has addressed all raised concerns and comments, the staff will prepare a written report with recommendations for review by the appropriate decision making body.
The type of application will dictate who that decision making body is:
Town Administrator (minor subdivisions, minor site plans, encroachment permits, administrative adjustments, and more)
Planning & Zoning Commission (special use permits, major site plans, major subdivisions, rezoning, and more)
Board of Trustees (public improvement agreements, major subdivisions, rezoning, annexations, and more)

Planning & Zoning Commissioners will consider the application and staff recommendations and approve, approve with conditions, deny, or recommend any of those actions to the Board of Trustees.

The Board must review and approve the PIA - or Public Improvements Agreement. This document details the construction plans, costs, and sureties the Town is agreeing to related to any development application which requires public improvements.
Public improvements include:
Building alleyways or streets
Sidewalks
Water or Sewer mains
Curb & gutter
Drainage facilities within the right of way
